Objectives and Scope

Objectives - What's this wiki about?
The objective of this wiki website is to provide a foundation to achieve best standards and practices for responsible poker machine gambling.
By inspecting and then reporting upon the actual practices at each venue, this wiki will enable venue operators and the public to work together.
It is the intention of this web site to objectively report what has been observed at the pokie venue.

Scope - Why the Safeway / Woolworths focus?

The largest Australian operator of poker machines is Woolworths Limited / Safeway and its associated companies. Initially, the scope of this wiki was limited to reporting upon the 100 Safeway / Woolworths' and associate's Victorian hotels and clubs covering over 6,700 poker machines.
While this wiki is initially intended to be a collaborative report on whether Safeway / Woolworths is meeting its own standards and its legal responsibilities; by providing on-site information about each venue, it is also intended to assist Safeway/Woolworths with its stated goal to be a leader in responsible poker machine operations.
South Australian and Queensland venues have been added and many Coles / Liquorland owned venues have been inspected. Coles / Liquorland are associated with over 80 pokie venues.
Other venues promoting children's meals or playgrounds are also included.
Constructive collaboration between the community and the venue operator (whether it be Safeway/Woolworths, Coles/Liquorland or other hotels and clubs) will lead to more responsible gambling processes.
Further inspections will help too.

Safeway/Woolworths Own Standards
The Chief Executive Officer of Safeway/Woolworths, Michael Luscombe, stated that it is his company's internal covenant to take a leadership position in the area of problem gaming and that Safeway/Woolworth takes its responsibilities "very very very seriously". His statement sets standards for his company.

Michael Luscombe's Statement
This statement was made to Woolworths Limited's shareholders at their Annual General Meeting on 16 November 2007 in response to a question asked by Stephen Mayne, a Woolworths shareholder.

"We don’t have ATMs in our gaming areas. We don’t cash cheques in those hotels. We do have facilities for self barring in all of our hotels. (Is that right, Bruce? Right?). On all of our gaming machines there are signs talking about the fact that you cannot win on those machines, right in front of the face of that area. We don’t allow people to eat in those areas. There are clocks in all of the gaming areas so people understand how long they’ve been there.
We take this very very very seriously. And… I’m a little bit disappointed that a shareholder would not have recognised it when visited one of our hotels that that’s the case. Because I can assure you that from the ALH board down and the management of Bruce Mathieson senior, in particular, take this very very seriously.
And we want to take a leadership position on this in our industry. In fact, our internal covenant for that is, in fact, to take a leadership position in the area of problem gaming."

General Comments.
2 x pokies in the public bar (as pictured). No signs on either exterior entrance prohibiting minors. The signs on the notice board to the left of the gambler contin notices as to Helpline, rules ancillary to gambling, ATM restrictions and under 18 not permitted NEAR (my caps) gaming machines.
While visit took place around 11:20 AM, it is possible that these pokies are visible to passing pedestrians at night.
Web page indicates that "The Gaming Room has 40 of the latest gaming machines and the link jackpots" with no indication that there are pokies outside of the pokie room (unlike the Bargara Hotel)

Premises were extensively reconstructed to be re-themed as The Steakhouse and the child play area as The Steakhouse Gang.

Has been extensively re-done with play area equipment seen in other venues. Large glass wall allowing parents to observe children while seated for some but not all of the area. The are not covered is where the large play area equipment was installed.

Observations on The Steakhouse Gang
This is one of two Steakhouse Gang venues along with the Rock Tavern.
What the Steakhouse Gang describes is a mid-sized play area comprising 2 x equipment constructions (the larger not visible in the pokie pub's eating area) and a room (also not visible in the eating area) with play stations and seats. Characters are painted on the walls.
Interior of dining area has artwork and design (e.g. carpet pattern) reflective of the web site.
Cameras were observed inside the play area but no monitors in the eating room.
In the eating area entry there was a photcopied poster promoting that if children enter The Steakhouse Gang, they could win a radio controlled Hummer.

No matter which entrance is chosen, patron must pass either through or by the pokie room, the TAB, a Lounge and then the eating area. Alternatively, patrons can walk through the Drive Through Liquorland. If entering from the street then any pokie sights or sounds are unlikely.

General Comments

ALH logo over the entrance. Only asked for membership to enter gaming room and Sunset restaurant not the TAB.

What is the arrangement with the Brisbane Lions? Does some part of the profits of this club go to supporting this Queensland based team? Or do they simply rent space from Manningham Club.

Large rental payments noted in Community Benefit Statements. To whom is this paid? Research on the VCGR web site lead to discussion of this very issue.
In June 2004 the predecessor of the VCGR considered that this venue should lose its status as a club. It would, as a result, lose its exemption for contributing to the Community Benefit Fund.
The matter was deferred for 12 months for further review and there is no record on the VCGR web site of any such review.

Sign on door exiting bistro for free Friday night kids' entertainment. Shrek show scheduled. Had observed Wiggles show promotion through road signs and signs visible when exiting the BWS drive-through in 2007.
All passage through main entrance is along side the gaming room which is fully exposed through a glass wall.
The City of Manningham has created a Responsible Gaming Charter. You can download it here or access the attachment at the bottom of this wiki page.
The web site makes reference to the Vegas Room being "open 20 hours per day with new promotions run monthly".

9 September 2008 Inspection Notes:

Regulation 17 player information talker signs
The signs on pokie #17 was on the top box. The signs on pokies 76 and 72 were placed to the rear of the pokie so that a gambler leaning to one side would be unable to see the sign. This was observed. 2 signs were placed above the credit line. 11 signs partly intersected the animated reels. The remainder were placed so that they intersected the credit line.

Located in the next door bar / lounge area. The glass door is left open and the reflection of the ATM is visible.

Hi, whilst I acknowledge and agree with your website in keeping companies or businesses honest. I live and have worked in the Northern Suburbs for years so was interested in reading on the pubs in the North. I have frequented the Albion Charles, Moreland, Croxton, Preston, Cramers and so on. So I decided to read a few and since I have been into the Preston Hotel since the report has been done I observed it as well.
Therefore, I looked at your pokiewatch inspection checklist. I noticed that they have a new ATM recently installed. However, the questionnaire only asks to comment on whether it is visible from any Gaming Machine and it is not. On the 25th of March 08 your observer chose to comment below:
Visibility of ATM from Gaming Room
No. ATM was out of order with notice on it as follows: "Regular Customers See Bar Staff Gaming". This implies cheques cashing or cash advances might be available.
So the comment your observer made is then an ASSUMPTION, he/she states No it cannot be seen from any machine. Whilst the ATM which was always malfunction to the frustration of patrons and staff, had a sign on it stating "Regular Customers See Bar Staff" this does not in anyway imply what is then written above. I think this comment should be changed. The observer should approach the staff and ask what this means before making comments like that.
Self Exclusion is on the right hand of the cashier window with phone numbers and the ALH David Swartz Gambling Awareness Posters.
Therefore, I agree with what work your site is doing it should stick to the facts and observers are not always right and before publishing everything you could always make up follow up calls to the hotels.

This was a large display in the rear of the gaming room. The presumption could be that one had to be at the premises to win.

General Comments
A Texas Hold 'Em tournament was being conducted at the time of inspection. This was in the Pokies Plus cafe. This area is fully open to the pokies room. In addition to woman with children noted above, observed 4 young boys come in and sit at the tables (not gamble) at the conclusion of the event. They talked with a person who seemed to be a venue staff member. All tables were filled. After the Hold 'Em competition, a large number of those gamblers entered the pokies area and gambled on the pokies.
