The gaming room is called the "Hilltop Bar and Smokers Lounge". The drapes were partially drawn. The gaming room is clearly visible from the back car park. It is located on the lower floor of the building and not visible from the main street.
The advertising on Ferntree Gully Road promotes the opening hours of 10AM to 6AM which one assumes relates to the poker machine operations.
The City of Monash adopted a gaming policy in 2001. You can read this document here. On page 7 certain measures are stated "To ensure a safe environment for gaming activities and the provision of meaningful information for gamblers." This includes "Tea and coffee to be provided in an informal area adjacent to the gaming room/s, to encourage patrons to take a break from gaming activities."
The City of Monash also created a helpful web page.
