The City of Monash adopted a gaming policy in 2001. You can read this document
here. On page 7 certain measures are stated "To ensure a safe environment for gaming activities and the provision of meaningful information for gamblers." This includes "Tea and coffee to be provided in an informal area adjacent to the gaming room/s, to encourage patrons to take a break from gaming activities."
The City of Monash also created

17 May 2008 Inspection'Cannot Win' talker signsThere was no sign on pokie #70. Signs on pokies 7-10 and 65-69 were on the top box. Signs on pokies 20, 21 and 24 were on the section between the top box and the egm. The sign on pokie #89 was at the very top of the EGM. Signs on pokies 2-4, 49, and 51 were placed well to the rear of the EGM. The talkers on pokie 50 was obscured by a pole. 22 signs were placed so that part of the sign intersected the animated reels. The balance were placed so high so as not to be visible from video play face.

It was not recorded whether the signs were now placed opposite the animated reels so as to be visible to the pokie gambler.
