Visibility from Bistro AreaThe bistro is at a lower level than the gaming room. A diner could observe the feet and lights of the pokies through the glassed lower portion of the wall that divides the rooms. There is an open passageway. The level of pokie noise is likely to be slight because of the different levels.

General CommentsIn granting the application the VCGA made the following two observations in different parts of their judgement:
"Mr Scully solicitor for the applicant said the hotel catered largely for family groups and older people on an evening out or weekend lunch and was not targeted towards younger families with children."
"The applicant submitted that a distinguishing feature of the Berwick Inn is its ‘market’ of residents living close to the Berwick Inn. These suburbs (Berwick and Narre Warren) have residents that are well established, financially secure and from an older age bracket compared with other parts of the City of Casey characterised by younger residents in newer housing developments."
The promotion for patrons with to come in with their student IDs could be at odd with these observations. Please note that the international learning community at the
Berwick campus of Monash University (1700 students) is nearby on Clyde Road. It may be helpful to understand the potential impact of the marketing to university students by reference to the
Racecourse Hotel decision.
A Skilling Victoria campus is under construction across Clyde Road from the Monash campus.
The Berwick Inn is located in the Berwick Village shopping area. It is not in the middle of the shopping area.In 2005, the City of Casey articulated a Gaming Policy. "The policy adopts a balanced approach to gaming that recognises the need to maximise the benefits of electronic gaming to the Casey community and minimise adverse impacts." CommentsA 50¢ machine showed RTP of 94.43 less 2.5 for jackpot. A $1 machine showed RTP of 93.14 less 2.5. Checking player options on the same machine showed identical RTP whether 50¢ or $1 was being gambled. Another machine with Max bet of $9 showed RTP of 91.449
